Obstacles Continue for Relief Supplies in Gaza's Urban Center Despite Temporary Peace
Although the Rafah crossing at the Egyptian border opens in the coming days, relief agencies confront significant obstacles providing aid to northern Gaza, the area worst hit by starvation, according to experts.
Access Challenges
Major routes are practically unusable due to widespread damage across the war-torn region – or continue to be occupied by military units. Any vehicle that stops working is almost certainly instantly looted.
The primary crossing, the primary access route to the northern territories, damaged by two years of war, has been inactive for multiple weeks, and Israeli officials have told NGOs in Gaza that there are no short-term arrangements to open the border point, as stated by relief personnel.
Damage in Northern Territories
The main city was the focus of a significant armed campaign begun in August that was continuing when the ceasefire deal was finalized last week.
Damage in the northern region has been widespread, with entire towns including urban centers and neighboring towns in ruins as well as many of the surrounding regions of the urban center.
"Any activation of a access route into Gaza is positive, but we need to make sure we can reach people where they are," stated a senior director from a humanitarian organization.
Humanitarian Situation
Witnesses said many of the approximately 300,000 people who have come back to the northern region from the overcrowded coastal zone where they had been sheltering during the armed conflict were now "camping" among the destruction of their homes, often without any shelter and with scarce supplies or resources.
An official from a humanitarian body said the destruction in the northern territories was "overwhelming".
"We see street after street, home after home ... there is massive desperation for clean water. It's pretty harrowing. We require each access route open," the spokesperson, who was in the northern city recently, said.
Insufficient Entry
A community leader located in the urban center said the necessities in what used to be the territory's thriving business and social center were "immense".
"There is hope and hope but there needs to be immediate enhancement on the border points. We haven't seen substantial progress on the situation yet," the representative stated.
"We continue to receive a very limited amount of assistance [and] we are now commencing to understand the extent of devastation. Numerous roads are overwhelmed by rubble ... there is scarcely a building that is undamaged. There remains harm and unexploded bombs everywhere."
Current Developments
On Saturday, relief groups said modest volumes of essential fuel came into Gaza for the initial occasion in seven months, along with shipments of flour, cereal and farm products. The recent deliveries sent commercial prices falling.
At a mid-region location, a community member said there had been noticeable change since the peace agreement.
"The markets are containing food, produce, and produce, although the costs are still high and not affordable for everyone," the person said.
Colder Months Requirements
"The crucial necessities currently, specifically due to the approach of colder weather, are to have a tent to protect us from the cold weather and cold-weather clothing because the markets do not have adequate garments for us or, if they are available, they are scarce and very expensive."
Several UN-supported bread-making centers in central and southern Gaza have begun working again since the peace agreement.
Support Transport
Transport were announced to have passed via the humanitarian corridor from Israel to Gaza during the week, though exact numbers were unclear.
Israel's news organization reported that recent humanitarian shipments would include food, healthcare equipment, fuel, fuel for cooking and tools to restore vital infrastructure.
"Relief supplies keeps coming into the conflict region through the border access point and other crossings after Israeli security inspection," an Israeli security official stated.
Delivery Challenges
But counting the quantity of vehicles could be inaccurate, warned an expert from an international NGO. "It's crucial to understand the materials within the transports and their capacity levels for it to be a truly significant metric," the official added.
Private companies are sending convoys of trucks carrying chocolate, soft drinks and treats, which have little nutritional value, while critical care for minors or individuals who have been without adequate food for multiple years are scarce.
Medical Situation
Within the northern urban center, only few healthcare facilities are functioning, compared with numerous in July.
Various groups have significant funding in assistance materials stored near the territory pending distribution. A UN agency working with the population across the area for decades has extended provisions of sustenance for the entire population in place to be delivered.
"We maintain the materials, the equipment and the capabilities ... we just need the access," said a relief official, who recently came back from Gaza.
Governmental Aspects
A proposed plan specifies that "comprehensive" aid should enter Gaza and be allocated through humanitarian bodies and the Red Crescent, without disruption from any combatant organizations or state authorities.
This appears to exclude the debated authority-approved aid group which began operations in May, causing chaotic scenes and multiple fatalities as numerous individuals assembled around its assistance centers.
